The Queen is reportedly helping Prince Andreou with his legal fees.

But the legal battle over Prince Andreu goes beyond the quaint quibbles that the tabloids take up: the allegations stemming from his connection to Jeffrey Epstein are serious and upsetting, and could have long-lasting effects not only on Andreu himself, but on members of the royal family There are long-term consequences not only for Andrew himself, but also for members of the royal family. Take for example: the Queen, whom The Telegraph reported Prince Andrew is helping to fund a court battle.
Prince Andrew was accused of sexual abuse by Virginia Giuffre in 2019, reigniting criticism of the Duke of York and Jeffrey Epstein's longtime relationship. After a disastrous 2019 interview about his friendship with Epstein in which Andrew appeared to have little sympathy for Epstein's victims, the royal family announced that Andrew would resign from his official role due to the ongoing turmoil.
A source close to Prince Charles said that Prince Charles "loves his brother and has the capacity to sympathize with the pain and arrows he is enduring, but ...... (he) concluded long ago that it would probably be an unsolvable problem," the move reportedly became permanent earlier this year.
However, just because the palace has publicly distanced itself from Andrew does not mean that his family has completely turned its back on him-the "Telegraph" reports that the queen is allegedly investing private funds to help Andrew fight the allegations in court, which could amount to millions of dollars

Although no amount is specified in Jouffre's suit, she is reportedly seeking both compensatory and punitive damages. According to the magazine, the queen is funded from "the private property of the Duchy of Lancaster."
The magazine also reported earlier this year (open in new tab) that Prince Andrew has "no visible income" and is unsure how he will fund his very expensive and likely protracted court battle. Given this, it is not so surprising that the mother is helping Prince Andrew. The Queen seems to be on board with Prince Andrew.
